You will already have seen Tokyo telegram
No. 417, of the 21st September, giving the reply of
the Japanese Govern sent to our protest against the
action of a Japanese destroyer in firing upon a Chinese
customs vessel when within the territorial waters of
Hong Kong. The second case to which the reply refers (and in which the latitude should presumably be 22°, not
25°) does not concern us, since we never suggested that
there was here any violation of territorisl waters.
The former case (in which, by a typing error, the
latitude was given as 81° 27.4 minutes, instead of
22° 27.4 minutes) is the one with which we are concerned.
The Admiralty have come to the conclusion that the
po...ition given by the Japanese is just outside the
extreme limit of what can be claimed as the territorial
